Tourism and Travel Bureau of Taichung City is the pioneer in promoting Taiwan’s cruise
tourism industry under the leadership of Director-General Sheng Shan Chen. Through plans
of “economic rim of cruise industry in Asia,” “strategies of promoting cruise travelling in mid-
Taiwan,” and “integrations of tourism resources in mid-Taiwan,” Tourism and Travel Bureau
is steadily transforming its potential in Taiwan’s cruise market into impressive performances.

With past working experiences in Mandarin Airlines, TACT, and Kaohsiung Shipping Company,
Sheng Shan Chen is capable of grasping the big picture and, at the same time, distributing
resources to various locations in order to maximize marketing effectiveness. Chen also points out
that Taiwan is located in the center position of Asia with four international ports, including Port of
Keelung, Taichung, Kaohsiung, and Hualien. Under the evaluation of Hub & Spoke sailing network,
both northern routes (Japan and Korea) and southern routes (Hong Kong, Macau, Singapore,
Malaysia) include Taiwan in point-to-point, pendulum, and island hopping lines. There is no doubt

capable of providing travel packages that cover multiple counties and cities in an 1-day
tour.
